Bhopal: Coaching centres in Madhya Pradesh will be subject to a new regulatory framework as the Higher Education Department has announced the Madhya Pradesh Coaching Centres (Registration and Regulation) Rules, 2026. This initiative will require existing coaching centres to register within 90 days of the rules being published. The regulation aims to enhance transparency and support mechanisms in the educational sector, including public disclosure of fees and outcomes.
The newly established rules mandates the coaching centres to disclose their fees and academic performance to the public. Additionally, they must implement safety measures, provide mental health support, and establish a grievance redressal system. These regulations are aimed at ensuring a more structured and accountable environment for students preparing for their academic pursuits.
Existing coaching centres will have a timeframe of 90 days from the publication of these new rules to apply for registration. This registration will be valid for three years, after which it will require renewal. It is important to note that registration cannot be transferred, and each branch of a coaching institute is recognized as a separate entity, needing its own independent registration.
Institutes must provide access to qualified mental-health counsellors, conduct regular counselling, maintain communication with parents and follow the state’s mental-health policy. A grievance redressal mechanism will also be required. Contact details of a mental-health counsellor and helpline numbers must also be displayed.
CCTV cameras will be mandatory at appropriate locations within coaching premises, but recording will be prohibited in sensitive areas such as toilets, changing rooms and counselling rooms. Centres must provide adequate seating, clean drinking water, sanitation, first-aid facilities and emergency preparedness measures.
A bachelor’s degree will be the minimum qualification for tutors. Persons convicted of specified offences concerning student safety cannot be appointed as tutors or support staff. Institutes must publicly display staff details, enabling verification by students and parents.
